Institutions and technology cost
Institutions affect technology costs. When a technology level is bound to an institution the country has not embraced, its cost can rise substantially; embracing an institution removes technological penalties associated with its absence.
How it works
Institutions spread through provinces, and player actions can affect their spread and where they appear. Embracing requires meeting institution requirements, which commonly include a ducat cost and institution presence in provinces. The windows do not provide a complete list of institution-specific technology links.
