How it works
The source says All Creation is obtained for completing Godo’s Pagoda, a series of battles Yuffie fights alone in Wutai; defeating Godo in the fifth fight awards the item. Its listed effect is to attack all opponents for eight times normal attack damage. The general Level 4 rule in s2 says the technique is taught through a unique item after the character learns all other Limit Breaks.
