Electrical skill
Electrical skill enables electrical tasks and device crafting; stated examples include vehicle hot-wiring, battery-powered lamps, and generator-related improvements.
How it works
The wiki says hot-wiring requires Electrical level 1 and Mechanics level 2; converting lamps to run on batteries requires Electrical level 5. Electrical levels also improve generator repair efficiency and hot-wiring success, and reduce the chance of triggering car alarms during hot-wiring. The Steam guide also states Mechanics 2 as a hot-wiring requirement. The passages do not establish a conflicting Electrical threshold.
