How it works
The IGN guide says Brand is unlocked during The Queen of the Shore Story Mission and lists it in Tier 04 Wraith abilities. Its effect is that all Drain moves Dominate their targets, forcing them to fight for Talion. Dispatch is listed as a later ability requiring Brand.
