How it works
The base-game passage says the Super Computer is available after researching the Advanced Research technology. It requires a Duplicant with the Advanced Research skill and provides Advanced Research points, which are needed for every technology in the third tier of the research tree and beyond. It requires power and 50 kg of Water per research point.
