The listed 2→3 step costs 120 Endo and 5,796 Credits for the increase from +15% to +20% Magazine Reloaded/s while Holstered. Consider that increment based on how often the weapon is holstered and whether that passive reload rate matters to your play.
Magazine alternatives
Ammo Stock increases magazine capacity, Atomic Fallout combines Radiation with capacity, and Burdened Magazine adds capacity with a reload-speed penalty. These standard shotgun mods change magazine size or add another stat; they do not provide Lock and Load's holstered reload effect.
